The results of work over the past year, the current situation in the construction industry, its further development, the rational allocation of new production capacity in the country - these and other important issues were the focus of discussion at the plenary meeting of the 2nd Russian Meeting on the Development of Building Materials Production. It was held as part of the ongoing Russian Construction Week 2022 at Expocentre Fairgrounds.
The event was organised by the National Association of Manufacturers of Building Materials, Products and Structures, the National Association of Home Builders and EXPOCENTRE AO
In his opening speech, Alexander Ruchyev, Chairman of the Board of the National Association of Manufacturers of Building materials, Products and Structures, noted that in the current circumstances the construction industry is facing a super complex anti-crisis agenda, which will require unprecedented solutions and consolidation, as well as necessary support measures for the industry from the government.
The Head of the Association proposed the creation of a permanent headquarters or committee for recommendations in terms of anti-crisis measures. As of today, all European countries have stopped supplying specialised construction products, and some manufacturers have stopped servicing already supplied equipment. In this regard, Alexander Ruchyev believes that there is only one way out - to refocus on Chinese producers and get products from the Chinese market. He expressed the hope that the industry will be able to make such substitution rather quickly.
Roman Kuprin, Deputy Director of the Metallurgy and Materials Department at the Russian Ministry of Industry and Trade, supported the proposal to create some kind of operational body to monitor the situation in the industry under the new conditions in order to formulate new rules of conduct for the construction market. Of the existing support measures for the further development of the construction sector, he primarily highlighted loans through the Industry Development Fund at 3-5% per annum. From this year, interest rate subsidies on existing loans through commercial banks will also be granted. This will help the construction industry not only to work timely, but also to continue to develop and buy new equipment, said a representative of the Ministry of Industry and Trade.
Nikolay Parfentiev, Director of the Department for Digital Development of the Russian Ministry of Construction, Housing and Utilities, noted that in reorienting the industry from Western construction materials to Eastern ones, issues on their price, delivery time, logistics and quality will have to be resolved.
During the meeting, experts also discussed forecasts of further shaping of the industry order for materials, equipment, the latest construction technologies and other issues.
